Apart from the international commitments the third country or international organisation has entered into, the Commission should take account of obligations arising from the third country's or international organisation's participation in multilateral or regional systems in particular in relation to the protection of personal data, as well as the implementation of such obligations. Therefore, Member States should adopt legislative measures which lay down the exemptions and derogations necessary for the purpose of balancing those fundamental rights. The secretariat shall be responsible in particular for: communication between the members of the Board, its Chair and the Commission; communication with other institutions and the public; the use of electronic means for the internal and external communication; the preparation and follow-up of the meetings of the Board; the preparation, drafting and publication of opinions, decisions on the settlement of disputes between supervisory authorities and other texts adopted by the Board.
